Requirements for Connected TV and Digital out-of-home inventory

Monetization of Connected TV and Digital out-of-home inventory is a means to bring additional value to video and display content, benefiting publishers, users, and advertisers. To ensure that these inventory monetized with Google-served ads provide a positive experience for publishers, users, and advertisers, we have set out requirements below on the implementation of Connected TV and Digital out-of-home inventory.

Definitions

  • "Connected TV" (CTV) is a TV used to stream video content over the internet in a private, domestic environment. 
    Example
    A TV connected to a streaming device, or a smart TV that is used to stream video content via downloaded apps in a home.
  • "Digital out-of-home" (DOOH) media are devices and/or surfaces used to display video or display ads in public, non-domestic environments.
    Example
    A tablet in a vehicle for hire, or a TV in a place of business.
  • "In-stream placement in CTV" means an ad that is placed within the stream of video content, or an ad that accompanies streaming video content.
    Example
    A video ad that is played before, in the middle of, or after the stream of video content, or a display ad that is placed next to streaming video content.
  • "Non-in-stream placement in CTV" means an ad that is not played within the stream of video content, or an ad that does not accompany any streaming video content.
    Example
    A video ad that is placed within a tile in the video selection homepage, or a display ad that is rendered when the video content is paused.

Requirements

  1. CTV and DOOH inventory must adhere to, and provide accurate declarations for the VAST ad tag URL parameters and other technical specifications.
  2. CTV and DOOH inventory must not request ads when the device and/or surface is not actively used and is not expected to be viewed by users (for example, when the CTV is in screensaver mode, when there is no passenger in the vehicle for hire, or when the place of business is not in operation).
  3. DOOH inventory must ensure that requested ads are rendered on the device and/or surface immediately after the ad request is made.

Please note that Non-in-stream placements in CTV, all types of DOOH inventory, and inventory that contains content restricted in the Video inventory restrictions may receive fewer sources of advertising.
