If a deleted photo or video isn't in trash, you can’t restore it.
You won't be able to restore a photo or video if:
  • You moved it to trash more than 60 days ago.
  • You moved it to trash, then emptied your trash.
  • You permanently deleted it from your trash.
  • You permanently deleted it from your device’s Gallery app without backing it up first.
You can only restore photos and videos if they’re still in your trash click 👉Trash 🗑️

How to Restore photos & videos -
On your Android device, open the Google Photos app .
  1. At the bottom, tap Collections  Trash.
  2. Touch and hold the photo or video you want to restore.
    • If the photo or video isn’t in your trash, it may be permanently deleted.
  3. At the bottom, tap Restore. Your photo or video will be back in:
    • Albums that it was in
    • Google Photos library
    • Phone’s gallery app
Note - Not all deleted photos & videos can be restored.

It is not possible to recover permanently delete
images / videos / files as per

Hope its help..

Unfortunately there is no way to retrieve deleted media from Google Photos. However you can check to see if you have any other backup programs downloaded that may still have your media. There are several apps that are in the Google Playstore that have this capability.  Also, sometimes your cellular provider offers some type of backup that you may not realize is backing up media. I am sorry your media got deleted, but I hope one of these options works out positively for you.
