Is there a way to tell when (i.e. at what time) your message was read by the recipient?

Unfortunately not I'm afraid. However you can send feedback to the developers of the application and it might be added in a feature update.
Please follow the instructions below.
Open the messages application then go to the top right hand corner where your profile icon is tap on that then go to Help and feedback

If such an option is not available, you can always ask that it be added to a future update ...
When making suggestions for new features/improvements, the quickest way and recommended best practice is to use the 'Send Feedback' link from within the product itself as that goes straight to the developers to alert them of requested additions or changes to the platform.
Please note that you will NOT, under most circumstances, get a reply.
Please be sure to leave separate Feedback for each suggestions as they may go to different development teams.
