I cannot post reviews on Google Maps

For four years now, I've been trying to post reviews everywhere I go, but I always get the same error: "Unfortunately, we're not able to publish this content at this time." When I check the details, it says, "It looks like your account didn't follow our policies. As a result, access to some features is restricted." But I haven't really done anything wrong.
