Starting February 14, 2025, in accordance with regulations, users in South Korea with subscriptions must consent prior to a scheduled price step-up or paid subscription conversion. For purchases through Google Play’s billing system, Google Play is notifying users in the buyflow and via email, and collecting consent in the Play Store. If users do not provide consent prior to the conversion, their subscriptions will be automatically cancelled. See details.
For an interim period, developers will be able to opt-out of this Google Play consent experience. If you directly obtain user consent in your app(s) in compliance with South Korean regulations, you can submit this form to temporarily opt-out. To prevent any gap in consent collection, do not submit this form until your app(s) are collecting user consent.
If needed, you can also opt back into the Google Play consent experience. After you’re notified the Google Play consent experience is re-enabled, you can remove your app consent experience to avoid duplicate consent collection for subsequent purchases.
We will be making improvements to our consent experience in the coming months. We will notify you when these improvements launch. Ninety days after that launch, the opt-out interim period will end, and all new purchases through Google Play’s billing system will use the Google Play consent experience. After this date, you can remove your app consent experience to avoid redundant consent collection.
You are responsible for collecting consent for all subscription purchases prior to the conversion while the Google Play consent experience is disabled. Even if the Google Play consent experience is later re-enabled, you must collect consent for subscription purchases made while it was disabled. You must cancel the subscriptions of users who do not consent before they would otherwise be charged (for a free trial that is converting to a paid subscription) or would otherwise pay the higher price. You can cancel subscriptions using the Play Developer API, and you must do this at least 24 hours prior to their scheduled billing date.
Opt-Out Example:
- April 1 - User purchases a monthly subscription with a 14-day free trial. Google Play starts to request consent.
- April 8 - Developer opted-out, and the Google Play consent experience is disabled for new purchases. Google Play continues to request consent for the April 1 purchase.
- April 15 - The free trial ends. If the user has not consented, Google Play cancels the subscription.
The inverse is also true: Google Play collects consent for all subscription purchases made while it’s enabled. Even if you later opt-out and the Google Play consent experience is disabled, the Google Play consent experience will still collect consent for purchases made while it was enabled. The system responsible for collecting consent is based solely on the enabled / disabled state of the Google Play experience at the time of purchase.
Opt-In Example:
- April 8 - Developer opted-out, and the Google Play consent experience is disabled for new purchases.
- May 1 - User purchases a monthly subscription with a 14-day free trial. Developer starts to request consent.
- May 8 - Developer opted-back-in, and the Google Play consent experience is re-enabled for new purchases. Developer continues to request consent for the April 1 purchase.
- May 15 - The free trial ends. If the user has not consented, the developer cancels the subscription.
To opt-out or opt back in, submit the below form from a Google account having either Admin or Account Owner permission on the developer account for all package names you specify.
