In July 2023, we announced a policy update requiring all Google Play developers to verify their identity. For Organization accounts, this involves providing personal identity documents for the account owner or an authorized representative, along with official organization documents such as a certificate of incorporation or a VAT registration certificate.
As part of the verification process, you'll need to link a payments profile to your developer account. This allows us to collect and verify information about your organization, including its legal name, address, and associated D-U-N-S number.
The specific identity documents required depend on your geographic location, determined by the country or region in your payment profile.
It's critical that all submitted documents match the information in your payment profile exactly, including:
- Personal identification details
- Organization name (for Organization accounts)
- Address information
If you notice any mismatches between your documents and payment profile, you can update your payment profile information during the verification task.

Important: Submitting unsupported documents is the primary reason for developer verification failures, and providing modified or fake documents can lead to the immediate removal of your account and apps.
When submitting a government-issued photo ID, ensure that:
- The ID is valid (not expired)
- The image is in color, not black and white
- The image is clear and well lit
- The image should not be a photocopy

EEA and UK document requirements
No data in the ID can be blocked. This is due to European law that requires that payment providers to take steps to verify the identities of their customers. Google Payments Ireland Ltd is a regulated payments firm and has obligations under the EU Anti-Money Laundering Directive. It has designed procedures to comply with those requirements while protecting and respecting the confidentiality of your personal information (please see our Privacy Policy for reference) as well as to ensure that Google services are being used properly and in accordance with Terms of Service.
Acceptable documents by location
Organizations are required to provide 2 different types of documentation for developer verification: organization registration documents and a government-issued photo ID from an authorized representative of the organization.
In the event of a Government organization you may submit a document with your government’s letterhead as a form of proof if the above business documents are not available.
Acceptable documents include:
Registration documents:
- Certificate of incorporation or registration
- Extract from commercial register
- Business license
- Tax certificate

Authorized representative’s government-issued photo ID:
- Passport
- Identification card
- Driving license
- Permanent residence card
An authorized representative is anyone who has the legal authority to represent the organization (for example, CEO, director, legal representative). The government-issued photo ID can be issued in any country.
Individuals must submit a Bolivian government-issued photo ID and proof of address document as part of the verification program. Acceptable ID documents include:
- Passport
- National ID card (Cédula de Identidad)
- Driver's license
Address documents must list the individual's name and address as it appears on their profile. Acceptable address documents include:
- Government issued photo ID with address listed
- Utility bill for electricity, water, gas, internet, cable TV
- Insurance statement (home insurance, health insurance, and so on)
- Credit card or bank statement
