Before you can submit your app to Google Play for review, Google may request an official document so that we can verify your organization. This helps us know who you are and helps us protect Google Play users from abuse.
Provide organization documents
If you selected "Company or business" as your organization type, you must upload a Certificate of Organization issued from the sign-up country, and a valid ID of the organization's Official Representative issued in any country so that Google can verify your organization. Ensure that the document clearly states your organization's name as you registered it in your Google Play Developer account.
Submit an acceptable registration document for your country listed in this Help Center article. Ensure that the document clearly states your organization's name as you registered in your Google Play Developer account, and that the information you provided as part of creating your developer account matches the details in the document you provided. For example, the addresses should match.
Note: If you selected "Government organization" as your organization type, you may submit documentation that verifies your affiliation to a government organization and includes relevant government contact information on official letterhead for validation.
