Account different country

Can't pay cause Google thinks I'm in Russia.

Please complete each of these tasks to address any technical issues and confirm you meet all the eligibility requirements:
    1. Confirm that you're currently located in a country where the service is available.
    2. Confirm you're trying to sign-up with a personal Gmail account.
    3. Ensure the birthdate in your Google account meets the age requirements.
    4. Ensure you're not a member of a family group.
    5. Ensure Google has associated the correct country to your account.
      • Visit this link, and check the country association.
        • If the country association is incorrect, then submit a request to update it.
        • Before continuing to further troubleshooting, revisit this link each day until the country association has been updated.
    6. Ensure the addresses in Google Play are correct.
    7. Ensure the addresses in your Google Account are correct.
    8. Disable all networking modifiers. (this means any VPN / DNS Proxy / Secure Enterprise Networks)
    9. Use Incognito mode. (instructions: Chrome, EdgeFirefoxSafari)
    10. Use a different (and supported) app/browser. (preferably one that's rarely or never used)
    11. Use a different computer/device. (preferably one that's rarely or never used)
    12. Clear Google Play services and Play Store cache and cookies. (instructions)
    13. Clear the browser cache and cookies. (instructions: Chrome, Edge, FirefoxSafari)
    14. Reset the browser to its default settings. (instructions: Chrome, Edge, FirefoxSafari)
    15. Go to payments.google.com/settings
      • Delete obsolete payment profiles
      • Make sure you've enabled the correct payment profile
     
    If all of the above fails to fix the problem, then I recommend that you contact the Google Play support team.
