Account locked due to misunderstanding of age issue

I uploaded my voter ID card, in which it is written AGE AS OF 1/1/2008 is 18 Years, but google verification team misunderstood it & blocked my account, saying that your age should be minimum 18 years.

They thought my Date of Birth is 1/1/2008, but it is showing AGE AS OF 1/1/2008

Kindly let me know to whom to contact to resolve this issue, as google have blocked apeal option & no one in support is revert.
