If your vehicle ads are disapproved due to an ineligible condition for “build to order” offers, it’s because of a mismatch between the condition of the vehicle and its availability status. Google Merchant Center requires specific combinations of attributes to ensure a high-quality experience for your customers.

Why this issue is happening
For one or more of your products, you’ve submitted the value BUILD_TO_ORDER for the availability [availability] attribute, but the condition [condition] attribute isn’t listed as NEW.
A "build to order" vehicle is defined as a car that hasn’t yet been manufactured or is customized upon purchase. By definition, a used or pre-owned vehicle cannot be "built to order" because it already exists in a specific, used state.
The issue looks like this in your data:
- Availability:
BUILD_TO_ORDER - Condition:
USED(or any value other thanNEW)
When these 2 values are paired, the vehicle offer becomes disapproved, meaning it won’t appear to customers.
