Consent Provider Solution (CPS) for GDPR

Display & Video 360 applies personalization restrictions for inventory designated as in scope for General Data Protection Regulation (GDPR) (regs.ext.gdpr = 1) and for inventory from EEA, UK, and Switzerland with no indication of GDPR applicability.

Display & Video 360 enables personalization on this inventory only when signals from the IAB Transparency & Consent Framework indicate user consent. Learn more about how third-party exchange partners can pass user consent signals to Display & Video 360 via the IAB TCF.

For GDPR-applicable inventory without TCF signals, Display & Video 360 typically doesn't use identifiers except for essential purposes such as IVT detection. But user identifiers can be used for non-essential, non-personalized purposes, such as frequency capping if the request includes a "Consent Provider Solution" (CPS) signal including Google's ID (229) in consented_providers:
