What is the Supplier Code of Conduct (SCOC)?
Google’s Supplier Code of Conduct (SCOC) sets forth expectations for how companies with whom we do business should operate in the areas of human rights, labor, health and safety, environment, ethics, and management systems, and in compliance with applicable laws and regulations. The SCOC is based on the Responsible Business Alliance’s (RBA) Code of Conduct; international standards, such as the UN Guiding Principles on Business and Human Rights; International Labour Organization’s International Labour Standards; the Universal Declaration of Human Rights; and our own values. Google’s SCOC is also aligned with the RBA Code of Conduct Version 8.0 with some enhancements.
Who needs to comply with the SCOC?
The SCOC applies to all businesses that supply goods and services to Alphabet, Google, and their subsidiaries, including suppliers, staffing partners, and subcontractors (collectively, “Suppliers”). In addition, Suppliers are expected to also require their own suppliers, staffing partners, and subcontractors to comply with the SCOC in their operations and across their supply chains. Contracts and Purchase Orders (PO) with our Suppliers contain language requiring compliance with the SCOC.
What is the purpose of the SCOC?
The SCOC establishes the foundational and non-negotiable standards for any company doing business with Google, ensuring our entire supply chain operates ethically and responsibly. It articulates our minimum requirements across key areas like human rights, fair labor practices, health and safety, environmental protection, and ethical conduct. Adherence to these standards is essential to protecting workers and the environment, while mitigating significant legal, operational, and reputational risks for both Google and our suppliers. The SCOC also provides the framework through which we evaluate, audit, and engage with suppliers to verify compliance and drive continuous improvement.
How is compliance with the SCOC monitored and enforced?
We employ various mechanisms to monitor and enforce compliance with the SCOC. These include regular risk assessments, supplier self-assessment questionnaires, worker surveys, and on-site audits. While we prioritize engagement to address non-conformances with our SCOC and strive to support Suppliers in meeting our expectations, we reserve the right to suspend or terminate a Supplier at any time for failure to comply with our SCOC.

What is the process of acknowledging/agreeing to the SCOC?
A link to the SCOC has been included in your contract or PO with Google. Signing a contract with Google, and/or your commencement of performance under a PO with Google, constitutes your acceptance of all of the contract’s or PO’s terms, including your acknowledgement and agreement to comply with the SCOC, including any updates.
