For administrators who manage Chrome browser or ChromeOS devices for a school.
The YouTube settings that you configure using the Google Admin console are based on cookie authentication. Students need to be signed in to YouTube for settings to be enforced.
Issue
From the Chrome browser address bar, students can access the Youtube cookie and block the saving of information—allowing them to access YouTube without signing in.
Workaround
As an admin, you can prevent students from blocking the saving of information that’s needed to enforce the Youtube settings that you configure.

Sign in with an administrator account to the Google Admin console.
If you aren’t using an administrator account, you can’t access the Admin console.

Go to Menu
Devices > Chrome > Settings. The User & browser settings page opens by default.
Requires having the Mobile Device Management administrator privilege.
If you signed up for Chrome Enterprise Core, go to Menu

- Go to Content.
- Click Cookies.
- Configure cookie settings:
- Allow cookies for certain websites only—Leave Default cookie setting set to Allow the user to decide. For Allow cookies for URL patterns, enter [*.]youtube.com.
- Allow cookies for all websites—For Default cookie setting, choose Allow cookies.

Click Save. Or, you might click Override for an organizational unit.
To later restore the inherited value, click Inherit (or Unset for a group).
