- Management of Google tag settings has moved from the "Google tag" page in the “Floodlight” tab to the "Data manager" page.
Once you've set up your advertiser's Floodlight configuration, you can create Floodlight conversions.
Floodlight conversions correspond to specific events you’d like to track, such as conversions on your website or adding users to audience lists. For each event, you’ll create a new Floodlight conversion. Campaign Manager 360 creates the tags that your website administrator will add directly on your site to track each event.

Comparison between legacy and new counting methods
The “Count” setting of your Floodlight conversions determines how you want your conversions to be counted. Refer to the table to compare the legacy and new counting methods available in Display & Video 360:

Create Floodlight conversions
Follow these steps to create a new Floodlight conversion in Campaign Manager 360 for every event you want to track.
Step 1 of 2: Configure required settings
- Open your advertiser in Campaign Manager 360.
- In the left menu, select Floodlight, then select Conversions.
- Select New. The “New Floodlight conversion” panel will appear.
- Select a category for your Floodlight conversion based on the type of action it measures. Learn more About categories for Floodlight conversions.
- Enter a conversion name and select a status for your Floodlight conversion.
- Select a “Count” setting to determine how you want to count your conversions based on your business goals:
- Unique: Counts the first conversion for each unique user during each 24-hour day.
- Every: Counts every single conversion. This is recommended for purchases because every transaction adds unique value.
- One per user: Counts only the first conversion for each unique user. This is recommended for leads, sign-ups, and other conversions where only the initial interaction is valuable.
- One per session: Counts one conversion per user per session. This is recommended for leads, sign-ups, and other interactions where multiple conversions within a single session shouldn't be duplicated.
- Select a “Value” setting to determine how monetary value is assigned to your conversions:
- Don’t use a value: No monetary value is tracked or assigned. This is recommended for form submissions, downloads, or page views.
- Use a value without quantity: Tracks the conversion's financial value as a single transaction. This is recommended for purchases to measure total cart value, or subscriptions.
- Use a value with quantity: Tracks the financial value and counts the specific number of individual items sold within that single transaction. This is recommended for e-commerce purchases where tracking item volume per order is necessary.
Step 2 of 2: Configure optional settings
- Select the Add user-provided parameters to the tag preview checkbox to allow enhanced conversions. Learn how to Allow enhanced conversions for Floodlight.
- Configure the personalized ad exclusion setting in the Personalized ad exclusions section.
- Add a data source in the Imported data section.
- Go to Advanced properties and configure the following settings:
- Tag format: Select the tag format of your Floodlight conversion. If you’re using Google Tag Manager to manage your Floodlight conversions, this setting determines what underlying tag format will be sent to your container when pushing conversions to Google Tag Manager.
- Expected URL: Enter the website URL where you want to measure conversions.
- Conversion tag string: Add a custom key-value that identifies the Floodlight conversion, or leave this field blank to use a default value based on the conversion name. This value can’t be changed after saving your conversion.
- Conversion group: Select an existing conversion group or create a new one. Conversion groups are used to organize conversions in reporting.
- Generate XHTML-compliant tags: Select this option if your website requires XHTML validation. This option is available for iframe and image tag formats only.
- Use cache busting: This option inserts a random string into each image request URL to prevent browsers from retrieving a cached version. This ensures that each visit to a tagged page generates a new impression. This option is available for iframe and image tag formats only.
- In Custom Floodlight variables, include any custom variables you’ve created and would like to use for your Floodlight conversion. Learn more about Custom Floodlight variables.
- In Dynamic tags, select the default and publisher tags you want to use. Learn more about Third-party tracking with dynamic tags.
- Select Save.
After saving your Floodlight conversion, click the Floodlight tag preview section to preview your tag.
Monitor your data sources
After you set up a Floodlight conversion, you can monitor the status of your online tags and offline data in the Data Source section of the conversion's settings.
This section shows if data is being received successfully, highlights diagnostic alerts, and displays the status of the 14-day monitoring period for new multi-source setups. Learn more about monitoring multi-source conversions.
Create Floodlight conversion groups
You can create Floodlight conversion groups while you’re setting up new Floodlight conversions, or follow these steps to create one separately:
- In the left menu, select Floodlight, then Conversion groups.
- Select New.
- In the row that appears, enter a name for your group.
- Enter a tag string, which is used to identify the conversion group. The conversion group's tag string is included in the Floodlight tag.
- Any changes you make to the conversion group are automatically saved when you click off of the row.
After you’ve created a conversion group, you can select edit to update the group’s name.
Manage Floodlight conversions in bulk
Create or edit Floodlight conversions or audiences using a bulk sheet
- In the left menu, select Floodlight, then Conversions, or Audience depending on what you’d like to edit.
- Select Bulk sheet, then Download.
- In the “Download bulk sheet” window, select Floodlight conversions, Audiences, or both.
- Download and edit the sheet. The download will be a .zip file containing an Excel file (.xls) with tabs for Floodlight conversions, Audiences or both.
- Go back to your advertiser in Campaign Manager 360 and select Floodlight then Conversions, or Audience.
- Select Bulk sheet, then Upload.
- Select Browse and choose the completed spreadsheet, or drag and drop your spreadsheet onto the page. When the upload is complete you’ll have the option to download results to view your sheet with status details.
Considerations
- Leave the ID field blank when creating new Floodlight conversions or audiences.
- Do not edit the “Last Modified Time” column for existing rows. Leave this column blank for new rows.
- When exporting more than 10,000 rows (across all tabs), the download will be split into more than one file. You can upload these files individually after editing.
- When uploading "Floodlight default tags" or "Floodlight publisher tags" rows, the corresponding parent "Floodlight conversions" row should be uploaded in the same sheet.
- "Name" and "Conversion tag string" should be unique when creating a new Floodlight conversion.

Bulk edit Floodlight conversions
- In the left menu, select Floodlight, then Conversions.
- Select the checkboxes of the Floodlight conversions you want to edit.
- Select the dropdown fields you want to update at the top of the page.
- To bulk edit the status of Floodlight conversions, select the Status dropdown and choose a new setting.
Download Floodlight conversion tags
Once you've created a Floodlight conversion, and every time you edit an existing conversion, you’ll need to download your tags in text or Excel format and send the export file to your website administrator to implement. Creating or editing the Floodlight conversion doesn’t automatically update the tags on your website.
To download Floodlight tags in bulk:
- In the left menu, select Floodlight, then Conversions.
- Select the checkboxes of the Floodlight conversions you want to export tags for.
- Click Download tags and choose between a text or Excel file.
Floodlight tag formats
You can find the tag format settings within the “Advanced properties” section of your Floodlight conversion. There are 3 tag formats you can use, and each is implemented differently:
- Google tag (recommended): The Google tag can be implemented across Google products, making Floodlight implementation easier. It’s a JavaScript tag that’s placed on every page of your website. If you’re using Floodlight tags directly on your desktop or mobile site for conversion or remarketing events, we recommend using the Google tag. - Iframe tags: Use iframe tags if you’re unable to adopt the Google tag. Iframe tags are only added to pages with events you’re tracking.
- Image tags: Use image tags if you’re unable to adopt Google tags or iframe tags. Similar to iframe tags, image tags are only added to pages with events you’re tracking. Learn how to Use iframe and image tags for Floodlight.
