Ad limits won't be remove until/unless you solve the underlying problem that caused them to occur.
All anyone at this volunteer peer forum can do is refer you to the standard FAQ about ad limits. I'll add a few observations to supplement this document:
Quite often I've noticed that ad limits are imposed on sites that draw much if not most of their traffic from social media. As well, in some situations, the limits are imposed on sites that should never have been approved in the first place because of Low Value Content -- that is, they are not well founded on solid Experience-Expertise, Authoritativeness and Trustworthiness (E-EAT) within policy-compliant topics.
