You can use data available in Ads Data Hub to build audience lists for use in Google Ads and Display & Video 360 accounts.
To be eligible to serve on network inventory and YouTube, audience lists must contain 100 or more 30-day active users. If the number of active users in the last 30 days is less than 100, the audience lists you create won’t be eligible for targeting in Google Ads and Display & Video 360. Audience queries are subject to event-level limitations and privacy checks.
