When you create a new Google Calendar resource in the Admin console, and secondary calendar sharing is enabled (as Free/busy or See all details), users in your domain can schedule meetings in those resources by default. However, as an administrator you can change this default setting for your domain, and choose whether to allow users to book resources that are shared as free/busy.
With this setting enabled you can hide sensitive event information from users in your domain without preventing them from booking those resources.

Sign in with an administrator account to the Google Admin console.
If you aren’t using an administrator account, you can’t access the Admin console.

Go to Menu
Apps > Google Workspace > Calendar.
Requires having the Calendar > Settings administrator privilege.
- Select General settings.
- Go to Resource booking permissions and check the Allow users to book resources that are shared as See only free/busy box.
Super administrators can book all resources in the domain, regardless of whether this setting is set to ON or OFF.
